How to Participate
Below are the web sites for the ten agencies that offer SBIR programs. The first five agencies in the list also offer STTR programs.

General Rules
Each agency has its own specific rules and regulations governing the application process. There are, however, some general rules that apply to all.
Each agency releases a solicitation which contains the specific requirements for applying to that agency. Instructions for applying, topics the agency is willing to fund, required forms and relevant dates are included in a solicitation.
Your proposal must respond to a topic in an agency's solicitation. The research and development expertise your small business has must match the topic listed in a solicitation.
The application for funds is in the form of a proposal and can not exceed 25 pages. (Enclosures vary, depending upon the agency.)
The small business submits the proposal. In Phase I SBIR, a minimum of two-thirds of the work must be performed by the small business; in Phase II SBIR the small business must conduct one-half of the work. Subcontracts and consulting agreements can account for no more than one-third of the total cost of Phase I SBIR and no more than one-half of Phase II SBIR costs.
A small business must have successfully completed Phase I in order to be eligible for a Phase II award.
A Principal Investigator (PI) for the project must be named in the proposal. The PI is the single individual responsible for the scientific and technical direction of the project.
